UK Local Authorities Plan to Dispose of Community Hubs and Leisure Facilities to Manage Finances

Based on a latest poll of municipal councils, English councils are preparing to sell social clubs, sports centres, and retail spaces as they rely on a fire sale of properties to stabilize finances.

Increasing Financial Pressures Prompt Asset Sales

The Key Cities Group representing second-tier cities in England reported that 60% of local authorities are intending to dispose of properties to meet the escalating costs of adult and children’s social care.

Local governments have previously come under fire for disposing of playing fields and open spaces to support their budgets, but they contend they must continue to raise vital cash from asset sales or declare themselves bankrupt.

This coalition noted that a high proportion of councils attempting to raise money from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (60%) of municipal officials stated they would prioritise service redesigns and utilising financial reserves to manage growing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in southeast England announced its asset disposal plan included the disposal of a shopping centre in Rainham and a social club in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in Worcestershire and Suffolk, which all provide rental income for the authority, will additionally be disposed of under the strategy.

Council Tax Rises and Broader Financial Pressures

The survey of councils in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, also found that more than 70% of authorities will have to increase council taxes next April to cover the rising cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

The authority said it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, elderly and disability services, and short-term housing.

“We are adopting innovative approaches but some of these require time to achieve both better provisions and cost efficiency,” stated Vince Maple.

He continued: “There are demographic pressures which will continue to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities this week further found local finances being strained by the growing number of young people and older individuals requiring special educational assistance.

The County Councils Network said that local shortfalls will hit 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Government officials have delayed planned reforms to the special educational needs framework until next year after a policy document outlining those reforms was recently delayed.

Deprivation and Financial Shortfalls

According to the most recent deprivation measures (IMD) for English councils, several key cities members were among the most deprived in England.

  • “Member cities like several major towns place in the top 30 nationally under the 2025 deprivation indices,” noted the study.

“While only one key city is among the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the most deprived fifth of England. The figures underscores the extent of difficulties facing municipal officials across key cities in the coming year,” the report concluded.

“Council officials have been explicit about the need for a fair and sustainable financial structure that accounts for and addresses the real levels of disadvantage and need,” stated a council leader.

“Without this, local authorities will persist to face difficult decisions around which vital provisions to allocate spend to, and which to cut, to the detriment of their communities.”

One in five of councils have reduced or weakened social care provision in the last year, the survey found.
